Job summary

McMillen, Inc. designs and builds water resources, dams, and civil infrastructure solutions, delivering projects from concept to completion.

The Proposal Manager will lead pursuit strategy, content development, and compliance across federal, state, and municipal opportunities, collaborating with BD, operations, and leadership. The role requires 8–10+ years in AEC proposal management, strong editing and presentation skills, and a focus on high‑quality, visually engaging proposals.

Qualifications

• Bachelor’s degree in a related field and 8–10+ years in proposal management in AEC.
• Experience leading complex engineering proposals from kickoff to submission.
• Experience with federal proposals (SF330) and alternative delivery methods.

Responsibilities

• Lead development, strategy, coordination, production, and delivery of high‑quality proposals and related materials.
• Manage multiple pursuits with schedules, deadlines, compliance, and quality control.
• Facilitate kickoff meetings, establish schedules, assign responsibilities, drive accountability.
• Collaborate with BD, operations, technical staff, communications, and leadership on winning strategies.
• Ensure compliance with RFQs, RFPs, SOQs, and procurement rules.
• Coordinate content from internal teams and partners; edit and format content for clarity.
• Develop compelling layouts and PowerPoint presentations with strong brand emphasis.
• Support interview prep with presentation development and rehearsal logistics.
• Maintain proposal assets in Cosential/Unanet CRM; pursue workflow improvements with tech/AI.
