McMillen, Inc. is actively seeking a Proposal Manager to join our Marketing team in Boise, Idaho.

You will lead the full proposal lifecycle, coordinating with business development, technical staff, and executives to craft compelling, compliant submissions. The ideal candidate has 8-10+ years of AEC proposal management experience and a proven ability to manage multiple deadlines while delivering high-quality, visually engaging proposals across water resources, civil infrastructure, and

Qualifications

• 8-10+ years of proposal management experience within the AEC industry
• Demonstrated experience leading complex engineering consulting proposals from kickoff through final submission
• Experience supporting water resources, civil engineering, environmental, infrastructure, or related disciplines
• Experience with federal proposal development, including SF330 qualifications
• Experience with Design-Build/Alternative delivery pursuits preferred
• Exceptional writing, editing, proofreading, organization, and project management skills
• Strong visual design and document layout abilities with attention to detail
• Experience leveraging AI tools to improve proposal strategy and content development

Responsibilities

• Lead the development, strategy, coordination, production, and delivery of high-quality proposals and related collateral.
• Manage multiple concurrent pursuits with schedules, deadlines, and compliance.
• Facilitate kickoff meetings, establish proposal schedules, assign responsibilities, and drive accountability.
• Collaborate with business development, operations, technical staff, communications, and leadership to craft winning strategies and messaging.
• Ensure proposal compliance with client requirements, RFQs, RFPs, SOQs, and procurement regulations.
• Coordinate content collection from internal teams, teaming partners, and subcontractors.
• Edit, proofread, and format technical content for clarity and readability.
• Develop visually compelling proposal layouts and PowerPoint presentations aligned with brand.
• Support interview preparation including presentation development and rehearsal logistics.
• Maintain proposal assets in Cosential/Unanet CRM; identify workflow improvements through tech and AI.
