Job summary

McMillen, Inc. is seeking an experienced Proposal Manager to lead the full lifecycle of highly collaborative and compliant proposals across water resources, civil infrastructure, and environmental services.

The role partners with business development, operations, and executives to produce compelling, technically strong submissions. You will manage strategy, content development, and production, while driving process improvements and the adoption of AI-assisted techniques to win work.

Qualifications

• Bachelor's degree in Marketing, Communications, Journalism, English, Business, Public Relations, or a related field.
• 8-10+ years of proposal management experience within the AEC industry preferred.
• Experience leading complex engineering consulting proposals from kickoff through final submission.
• Experience with federal proposal development, including SF330 qualifications.

Responsibilities

• Lead development, strategy, coordination, production, and delivery of proposals and related collateral.
• Manage multiple pursuits with schedules, deadlines, and compliance requirements.
• Coordinate content collection from internal teams and subcontractors.
• Edit, proofread, and format content for clarity and readability.
• Develop visually compelling layouts and PowerPoint presentations.
