Job summary

McMillen, Inc. seeks an experienced Proposal Manager to lead the full proposal lifecycle within our Marketing team in Denver. You will drive pursuit strategy, content development, and compliant submissions for water resources, civil infrastructure, and energy projects.

You will partner with business development, operations, technical staff, and leadership to craft winning, visually engaging proposals, leveraging AI and automation to improve processes while maintaining schedule discipline.

Qualifications

• Bachelor's degree in Marketing, Communications, or a related field.
• 8-10+ years of proposal management experience in the AEC industry.
• Experience managing complex engineering proposals from kickoff to submission.
• Experience with water resources, civil engineering, or environmental projects preferred.
• Experience with federal proposal development (SF330) preferred.
• Proficiency with MS Office and Cosential/Unanet CRM.
• Excellent writing, editing, organization, and project management skills.
• Strong design and layout abilities with attention to detail.
• Experience using AI tools to improve proposal strategy.

Responsibilities

• Lead development, strategy, coordination, production of proposals and pursuit collateral.
• Manage multiple pursuits with schedules, deadlines, compliance, and quality.
• Facilitate kickoff meetings and drive accountability throughout the lifecycle.
• Collaborate with BD, operations, technical staff, communications, and leadership.
• Ensure proposal compliance with RFQs, RFPs, SOQs and procurement rules.
• Coordinate content collection from internal teams and partners.
• Edit and format technical content for clarity and readability.
• Develop visually engaging proposal layouts and PowerPoint presentations.
• Support interview preparation and materials production.
• Maintain proposal assets in Cosential (Unanet CRM).
• Identify opportunities to improve workflows via technology and AI.
• Build cross-department relationships within a high-performing team.
