Job summary

Hitachi Rail Limited is seeking a proactive Bid & Proposal Manager based in Pittsburgh, PA. You will drive the bid lifecycle from qualification to award, coordinating engineering, sales, legal, and finance to craft winning proposals.

You will guide bid strategy, manage schedules and budgets, and mentor junior teammates while collaborating with global teams. The role requires domestic and international travel and a strong background in railway systems.

Qualifications

• 5–10 years in bid management, proposal management, or project management within railway/transport or related complex systems industry.
• Proven track record of leading and winning large-scale bids or projects (50–150M USD).
• Ability to lead with cross-functional teams to deliver results.
• Strong understanding of railway signaling, control systems, or rolling stock technology desirable.
• Excellent project management, organizational, and time management skills.
• Exceptional written and verbal communication; able to articulate complex technical concepts clearly.
• Strong negotiation and interpersonal skills to influence stakeholders at all levels.
• Proficient in Word, Excel, PowerPoint, and Project.
• Willingness to travel domestically and internationally as required.

Responsibilities

• Lead the entire bid lifecycle from qualification to contract award, including strategy development and negotiation support.
• Collaborate with cross-functional teams to define bid strategies and formulate commercial proposals.
• Develop bid plans, schedules and budgets to ensure timely, cost-efficient delivery.
• Coordinate input from contributors and maintain consistent messaging and quality.
• Conduct risk assessments and develop mitigation plans for bids.
• Prepare and deliver presentations to internal stakeholders and customers.
• Participate in customer negotiations on technical and commercial aspects.
• Mentor junior bid team members and continuously improve bid processes.
