Job summary

GovCIO seeks a Senior Subcontracts Administrator to join our Subcontracts Team. This role is fully remote within the United States and focuses on end-to-end subcontract lifecycle management across programs, including proposals, negotiations, and closeout.

The ideal candidate has 8+ years of related experience or 6+ years with a Master’s degree, with strong CPSR, FAR/DFARS, and Deltek CostPoint ERP knowledge.

Qualifications

• Bachelor’s degree in a related field with 8+ years of experience or Master’s with 6+ years of experience.
• Experience with CPSRs policies and procedures.
• Experience in subcontracting, negotiations, and performance management.
• Strong knowledge of federal subcontracting and negotiation techniques.
• Working knowledge of the FAR and DFARS.
• Experience with Deltek CostPoint ERP.
• Experience with proposal support activities.
• Proficiency with Microsoft Office applications (Excel, Word).
• Strong business acumen and leadership skills.
• Multitasking and time-management in fast-paced environments.
• Excellent written and verbal communication; ability to interface with executives.

Responsibilities

• Administer full life cycle subcontract management for programs, including proposals, NDAs, teaming agreements, solicitations, evaluation, and closeout.
• Support the VETS sector.
• Develop strategy for competitions and manage subcontractor performance.
• Ensure subcontract files comply with Authority to Operate, contract requirements, and laws/regulations.
• Communicate effectively across functions to resolve issues.
• Review prime contracts to flow down documents and clauses.
• Collaborate with leadership to align subcontracting with prime contracts and financial goals.
• Monitor supplier compliance and timely delivery of deliverables.
• Resolve performance or quality issues with operations.
• Advise leadership on procurement issues and strategies.
• Perform other duties as assigned.
