GovCIO is seeking a Senior Subcontracts Administrator to join a team-focused Subcontracts Team. The role is fully remote within the United States, with responsibilities spanning the full lifecycle of subcontract management, including negotiations, proposals, and supplier performance oversight.

The position requires a Bachelor’s degree with 8+ years of relevant experience (or a Master’s with 6+ years), strong knowledge of CPSR policies, FAR/DFARS, and proficiency in Deltek CostPoint and MS

• Requires a Bachelor’s degree in a related field with 8+ years of relevant experience or a Masters with 6+ years of relevant experience.
• Experience complying with CPSR policies and procedures.
• Experience in subcontracting with emphasis on negotiation, subcontracts administration, and contractor/subcontractor performance management.
• Strong knowledge of federal subcontracting and negotiation techniques.
• Working knowledge of the FAR and DFARS.
• Experience with Deltek CostPoint ERP.
• Experience with proposal support activities.
• Proficiency with Microsoft applications (Excel, Word).
• Strong business acumen, management and leadership skills.
• Multitasking and time-management skills in a fast-paced environment.
• Strong analytical and problem-solving skills.
• Ability to develop effective relationships internally and externally.
• Strong written and verbal communication.
• Comfortable working with executives and presenting plans to senior leaders.

Responsabilidades

• Administer full life cycle subcontract management for programs, including proposal support and negotiations.
• Support the VETS sector and develop strategies for competitions and supplier performance.
• Ensure subcontract files comply with Authority to Operate, contract requirements, policies, and regulations.
• Communicate effectively with functions and suppliers to resolve issues.
• Review prime contract awards to flow down documents and clauses.
• Collaborate with cross-functional leadership to align subcontracting with prime contracts and financial goals.
• Monitor supplier compliance and timely delivery of deliverables.
• Resolve supplier performance and quality issues with operations leadership.
• Advise leadership on procurement issues and strategies.
• Handle other duties as assigned.
