Job summary

GovCIO seeks a Senior Subcontracts Administrator (Specialist/Lead) to join our Subcontracts Team fully remote within the United States. You will lead lifecycle subcontract activities, support the VETS sector, and drive strategy for competitive procurements and supplier performance.

Ideal candidates have 8+ years of related experience (or 6+ with a Master’s) and strong knowledge of FAR/DFARS, CPSRs, and Deltek CostPoint.

Qualifications

• Bachelor’s degree with 8+ years of relevant experience or Master’s with 6+ years of relevant experience.
• Experience complying with CPSRs policies and procedures.
• Experience in subcontracting and related functions with emphasis on negotiation, subcontracts administration, and contractor/subcontractor performance management.
• Strong knowledge of federal subcontracting and negotiation techniques.
• Working knowledge of the FAR and DFARS.
• Experience with Deltek CostPoint ERP.
• Experience with proposal support activities.
• Proficiency with Microsoft applications, such as Excel, Word etc.
• Strong business acumen, management and leadership skills.
• Multi-tasking and time-management skills, with the ability to prioritize tasks in a fast-paced environment.
• Strong analytical and problem-solving skills.
• Demonstrated ability to develop effective relationships internally and externally.
• Strong communication skills, both written and verbal.

Responsibilities

• Administer full life cycle subcontract management activities for programs within assigned operations, including proposal support, NDA/teaming agreements, solicitations, evaluation, price analysis, and award.
• Support the Veterans and Enterprise Technology Solutions (VETS) sector.
• Develop strategy for competitions, negotiations, and manage subcontractor performance.
• Ensure subcontract files are reviewed and approved per Authority to Operate and contract requirements.
• Demonstrate strong interpersonal and communication skills to resolve issues across functions and suppliers.
• Review prime contract awards to flow down required documents and clauses.
• Collaborate with cross-functional leadership to ensure subcontracting aligns with prime contracts and objectives.
• Monitor supplier compliance and timely delivery, coordinating with operations.
• Resolve supplier performance/quality issues with leadership.
• Advise operations on procurement issues and strategies.
• Perform other duties as assigned by management.
