General Dynamics Information Technology, Inc. is seeking a PROPOSAL WRITER Expert (Part Time On Call) to develop, plan, and write compliant proposal content and support capture and proposal managers across the enterprise.

The role emphasizes leading volumes, gathering past performance data, and ensuring accuracy in collaboration with SMEs and program staff. The position requires 15+ years of federal proposal writing experience and a Bachelor’s degree (or equivalent).

Qualifications

• 15+ years of federal proposal writing experience.
• Bachelor’s Degree required; in lieu of degree, 4+ years of additional work experience considered.
• APMP Certification / PMP Certification preferred.

Responsibilities

• Develop, plan, and write compliant and compelling proposal content.
• Support Capture Managers and Proposal Managers in planning and development of win themes, discriminators, benefits and key features of technical/management solutions.
• Coordinate with Subject Matter Experts and operations staff to collect data for past performance development.
• Write, edit, and revise proposal materials and ensure accuracy with technical/program personnel.
• Analyze RFP requirements and participate in color team reviews.
• Provide guidance, mentoring and leadership to less experienced Proposals Writers and contribute to quality initiatives.
