Job summary

GovCIO is seeking an entry-level proposal writer to join our team as a proposal writer/analyst. The role is fully remote within the United States, focusing on creating compliant proposal content, past performance, and resumes for government solicitations across Federal/Civilian and DoD/IC.

The position emphasizes teamwork, storyboarding, and delivering artifacts on schedule, with ongoing coaching. Ideal for candidates with 1–3 years of relevant experience and strong MS Office skills.

Qualifications

• Bachelor's with 1-3 years (or commensurate experience).
• Experience responding to Government solicitations, RFPs, RFQs, etc.
• Ability to write compliant and compelling proposal sections in response to Government solicitations for Federal/Civilian and DoD/IC.
• Experience writing and tailoring content for non-technical proposal sections (e.g., past performance, resumes) for IT solutions.
• Excellent communication and collaboration skills.
• Proficient with MS Office, including Word, Excel, and PowerPoint.
• Ability to adapt and thrive in a dynamic environment.

Responsibilities

• Creates compliant and compelling proposal content by analyzing solicitation requirements and collaborating with the team.
• Uses critical thinking to develop content using best practices such as storyboarding.
• Delivers required artifacts according to the schedule.
• Collaborates with proposal team members to integrate win themes, discriminators, and strengths into sections.
• Ensures data accuracy and alignment with the proposal strategy and messaging.
• Will serve as a past performance or resume writer covering multiple contracts or candidates.
• This is for a junior-level position.
• Other duties as assigned.
