McMillen, Inc. seeks an experienced Proposal Manager to lead complex pursuits from strategy through submission within our Marketing team.

You will manage the full lifecycle, including pursuit planning, content development, production, and final delivery, partnering with business development, technical experts, operations, and leadership. You’ll coordinate schedules, ensure compliance with RFQs/RFPs, and drive high-quality, visually engaging proposals.

Qualifications

• Bachelor's degree in Marketing, Communications, Journalism, English, Business, Public Relations, or a related field.
• 8–10+ years of proposal management experience in the AEC industry.
• Experience leading complex engineering proposals from kickoff through submission.
• Experience with water resources, civil engineering, environmental, infrastructure, or related disciplines.
• Experience with federal proposal development, including SF330 qualifications.
• Experience with Design-Build/Progressive Design-Build/CM/GC or alternative delivery.
• Strong MS Word, PowerPoint, Excel, Outlook, and Teams skills.
• Experience with Cosential/Unanet CRM or similar.
• Exceptional writing, editing, organization, and PM skills.
• Strong visual design and document layout abilities.
• Ability to manage multiple deadlines in a fast-paced environment.
• Experience leveraging AI tools to improve proposal strategy.

Responsabilités

• Lead development, strategy, coordination, production, and delivery of high-quality proposals and related materials.
• Manage multiple pursuits with schedules, deadlines, compliance, and quality.
• Coordinate kickoff meetings, timelines and responsibilities across teams.
• Collaborate with business development, operations, technical staff, and leadership to craft winning messaging.
• Ensure compliance with client requirements, RFQs, RFPs, SOQs, and procurement rules.
• Coordinate content collection from internal teams, partners, and subcontractors.
• Edit, proofread, and format content for clarity and consistency.
• Develop visually engaging layouts and PowerPoint presentations with brand consistency.
• Support interview prep with presentation development and rehearsal logistics.
• Maintain proposal assets in Cosential/Unanet CRM and other repositories.
• Identify opportunities to improve workflows via technology and AI.
