McMillen, Inc. is seeking a seasoned Proposal Manager to join our Marketing team in Sacramento. You will lead the full proposal lifecycle for federal, state, and municipal pursuits, coordinating with BD, operations, and leadership to craft compliant, compelling proposals and winning messaging.

You will manage content development, scheduling, and production, leveraging Cosential/Unanet CRM and strong graphic layout skills. AEC industry experience is essential.

Competenze

• Bachelor's degree in Marketing, Communications, Journalism, English, Business, Public Relations, or related field.
• 8-10+ years of proposal management experience within the AEC industry preferred.
• Experience with federal proposals including SF330 qualifications.
• Experience supporting Design-Build, Progressive Design-Build, CM/GC, or CMAR projects preferred.
• Strong writing, editing, proofreading, organization, and project management skills.
• Experience with Cosential/Unanet CRM or similar proposal software.
• Ability to manage multiple deadlines in a fast-paced environment.

• Lead development, strategy, coordination, production, and delivery of proposals and related marketing collateral.
• Manage multiple pursuits with schedules, compliance, and quality.
• Facilitate kickoff meetings and drive lifecycle accountability.
• Collaborate with BD, operations, technical staff, and leadership on messaging and strategy.
• Ensure compliance with RFQs, RFPs, SOQs, and procurement rules.
• Coordinate content from internal teams and partners; edit and format for clarity.
• Develop proposal layouts and PowerPoint presentations with strong visuals.
• Support interview prep, coaching, and presentation materials production.
• Maintain proposal assets in Cosential/Unanet CRM; pursue workflow improvements.
