Job summary

phia LLC seeks an experienced Program Manager to lead a large, multi-disciplinary enterprise support program for a national security customer. You will be the single accountable leader for contractor and subcontractor personnel across a broad portfolio of functions, including program and portfolio management, contracts, logistics, planning, and policy.

• Active PMP certification is required.
• Demonstrated success leading multi-functional programs in the last decade.
• Experience managing manpower across diverse labor categories.

Responsibilities

• Provide program leadership and oversight to personnel and subcontractors.
• Interface with customer leadership and contracting representative with authority to commit the company.
• Develop and maintain the Program Management Plan and SOPs, plus an up-to-date org chart.
• Establish and manage a comprehensive risk management plan and escalation process.
• Lead monthly status reports and technical reviews; monitor schedule and SLAs.
• Determine manpower requirements and lead staffing/backfill to control turnover.
• Monitor contract performance using KPIs and support customer financial processes.
• Own the quality control program and ensure deliverables meet acceptance standards.
• Execute transition-in to full operational capability within 30 days of award.
• Ensure compliance with customer property, training, and non-personal services rules.
