Job summary

Pacific Northwest National Laboratory (PNNL) seeks a Senior HR Analyst to advance HR processes and systems, leveraging Oracle HCM and data-driven insights. You will facilitate sessions with executives and staff, analyze requirements, model processes, and collaborate with IT to implement improvements and quarterly updates.

The role emphasizes change management, stakeholder engagement, and delivering measurable efficiency gains for complex HR operations across the lab.

Qualifications

BS/BA and 7 years of HRIS experience with Oracle HCM.
MS/MA or higher and 5 years of HRIS experience with Oracle HCM.
Degree in HR, Information Systems, HR Management, Business Admin or related field preferred.
Experience identifying business requirements, formulating solutions, defining configurations, testing Oracle HCM.
Experience in process modeling and design, organizational development, operational and business support.
Experience with BI reports and dashboards using Power BI.
Experience implementing modern technologies to replace aging legacy systems.
Experience developing actionable long-term improvement strategies.
Knowledge of PNNL and Battelle process management is desirable.
Excellent communication, facilitation, and change management experience.
Experience preparing ROI analyses.
Understanding policies, standards, management systems and procedures.
Experience as Product Manager in agile/scrum environments.

Responsibilities

Facilitate working sessions and communicate with diverse stakeholders including executives, R&D staff, and IT.
Elicit and analyze business requirements, rules, and improvement opportunities for HR processes and systems.
Document HR processes using diagrams, data models, state transitions, use cases, rules, and definitions.
Contribute to Oracle HCM implementation including Core HR, Benefits, Compensation, Talent Mgt, Recruiting, Absence Mgmt, HR Help Desk.
Identify process interfaces, gaps, variances, inconsistencies, and user experiences.
Identify opportunities for improvement, streamline, and reduce costs.
Monitor and measure business process and information performance.
Develop improvement roadmaps for business capability improvement.
Develop business cases for potential solutions.
Develop business requirements for software solutions.
Serve as liaison between business stakeholders and solution providers.
Assist with people (culture) change management.
Perform relationship management between stakeholders and digital platform managers.
Contribute to HR strategic planning with broad system knowledge.
