Job summary

Construction Material Testing seeks a seasoned Construction Quality Manager III to direct quality across a major program. You own the site quality management system, audit program, and the development of QC staff on multi-year projects, with Quality Managers and inspectors reporting to you.

You will lead audits, manage corrective actions, and ensure compliance with ISO 9001/NQA-1 and applicable DOT requirements, while coordinating with owners and the project's quality organization.

Qualifications

• 10+ years in construction quality with 5+ years leading quality programs and staff.
• Advanced certifications: USACE CQM-C plus ICC inspector / NICET Level IV / ASQ CQA/CMQ-OE.
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT QA frameworks.
• Proven ability to build a QC organization on a new program.

Responsibilities

• Establish the program quality management system: plans, procedures, forms, and the audit schedule.
• Direct Quality Managers I and II across projects; set coverage, review performance, and develop staff.
• Lead internal audits and host owner, agency, and third-party audits.
• Own the corrective-action program; Approve quality control plans, ITPs, and subcontractor qualifications.
• Report quality metrics — test pass rates, NCR aging, audit findings — to program leadership monthly.
• Be the program's memory through changes, maintaining a consistent quality system.
