Job summary

Construction Material Testing seeks a senior Construction Quality Manager III to lead the program-wide quality management system, audits, and corrective actions across multiple projects. You will guide Quality Managers I and II, drive performance reviews, and ensure compliance with ISO 9001, NQA-1, and DOT QA frameworks.

You will own the audit program, coordinate external audits, and mentor QC staff while reporting metrics to program leadership.

Qualifications

• 10+ years in construction quality
• 5+ years directing quality programs and staff
• USACE CQM-C plus a senior certification: ICC Special Inspector (multiple categories), NICET Level IV, or ASQ CQA/CMQ-OE
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT QA frameworks
• Proven ability to build a QC organization on a new program and sustain it

Responsibilities

• Establish the program quality management system: plans, procedures, forms, and the audit schedule
• Direct Quality Managers I and II across projects; set coverage, review performance, and develop staff
• Lead internal audits and host owner, agency, and third-party audits
• Own the corrective-action program; Approve quality control plans, ITPs, and laboratory/subcontractor qualifications
• Report quality metrics—test pass rates, NCR aging, audit findings—to program leadership monthly
• When nonconformances stop work, make the call and document the reason; be the program's memory
