Job summary

Construction Material Testing seeks a senior Construction Quality Manager III to direct quality across a major program. You will own the site quality management system, the audit program, and the relationship with the owner's quality organization, coaching staff to ensure compliance and continuous improvement.

Your responsibilities include leading internal and external audits, approving QC plans, reporting monthly metrics, and guiding the QC team through corrective actions; you will stop work

Qualifications

• 10+ years in construction quality with 5+ years managing programs and staff.
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT QA frameworks.
• USACE CQM-C plus senior certifications: ICC Special Inspector (multi categories), NICET Level IV, or ASQ CQA/CMQ-OE.
• Proven ability to build a QC organization on a new program and hold it to the plan.

Responsibilities

• Direct Quality Managers I and II across projects.
• Own the site quality management system and audit program.
• Report quality metrics—test pass rates, NCR aging, audit findings—monthly to program leadership.
• Lead internal audits and host owner, agency, and third-party audits.
• Own the corrective-action program; approve QC plans, ITPs, and subcontractor qualifications.
• Coach the Quality Manager who will run preparatory meetings.
• Make stop-work decisions when nonconformances are serious and document the rationale.
• Maintain consistency of records as the program evolves.
