Job summary

Construction Material Testing is seeking a senior Construction Quality Manager III to direct quality across a major program, overseeing a QC team and owning the site quality management system. You will supervise Quality Managers and inspectors, guide audits, and report metrics to program leadership.

You will coordinate with the owner's quality organization, approve QC plans and subcontractor qualifications, and drive the corrective-action program to keep the project on track while mentoring

Qualifications

• 10+ years in construction quality with 5+ years leading quality programs and staff.
• USACE CQM-C plus senior certifications: ICC Special Inspector, NICET Level IV, or ASQ CQA/CMQ-OE.
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT QA frameworks.
• Proven ability to build a QC organization on a new program and maintain it to the plan.

Responsibilities

• Establish the program quality management system including plans, procedures, forms, and audit schedule.
• Direct Quality Managers I and II across projects; set coverage, review performance, and develop staff.
• Lead internal audits and host owner, agency, and third-party audits; own the corrective-action program.
• Approve QC plans, ITPs, and laboratory and inspection subcontractor qualifications.
• Report quality metrics — test pass rates, NCR aging, audit findings — to program leadership monthly.
• Be the program's point of contact in audits and liaison with owner's quality organization.
