Job summary

Construction Material Testing is seeking a Construction Quality Manager III to direct quality across a major multi-year program. You will own the site quality management system, the audit program, and the relationship with the owner's quality organization, shaping the development of every QC person on the program.

In this senior role, you will lead Quality Managers and inspectors, coordinate audits with owners, agencies, and third parties, and drive the corrective-action process to keep projects

Qualifications

• 10+ years in construction quality with 5+ years managing quality programs and staff.
• USACE CQM-C plus senior certification: ICC special inspector (multiple categories), NICET Level IV, or ASQ CQA/CMQ-OE.
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT quality assurance frameworks.
• Proven ability to build a QC organization on a new program and hold it to the plan.

Responsibilities

• Establish the program quality management system: plans, procedures, forms, and the audit schedule.
• Direct Quality Managers I and II across projects; set coverage, review performance, and develop staff.
• Lead internal audits and host owner, agency, and third-party audits.
• Own the corrective-action program; Approve quality control plans, ITPs, and subcontractor qualifications.
• Report quality metrics — test pass rates, NCR aging, audit findings — to program leadership monthly.
