Job summary

Construction Material Testing is seeking a Construction Quality Manager III to direct quality across a major program and multiple projects. You will own the site quality management system, audit program, and develop every QC person on the program, coordinating with the owner's quality organization.

You will lead audits, manage corrective actions, report metrics monthly, and supervise Quality Managers I and II, ensuring compliance with ISO 9001, NQA-1, and DOT QA frameworks.

Qualifications

• 10+ years in construction quality with 5+ years leading quality programs and staff.
• USACE CQM-C certification plus a senior certification (ICC Special Inspector, NICET IV, or ASQ CQA/CMQ-OE).
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT QA frameworks.
• Proven ability to build a QC organization on a new program and hold it to the plan.

Responsibilities

• Establish the program quality management system: plans, procedures, forms, and the audit schedule.
• Direct Quality Managers I and II across projects; set coverage and develop staff.
• Lead internal audits and host owner, agency, and third-party audits.
• Own the corrective-action program; approve QC plans and subcontractor qualifications.
• Report quality metrics—test pass rates, NCR aging, audit findings—to program leadership monthly.
