Job summary

Construction Material Testing is seeking a Construction Quality Manager III to direct quality across a major program—potentially a multi-year project or several concurrent efforts. You will own the site quality management system, run the audit program, and manage the relationship with the owner's quality organization, ensuring compliance and traceability.

You will lead Quality Managers and inspectors, approve QC plans and tests, report metrics to program leadership, and drive corrective actions

Qualifications

• 10+ years in construction quality, with 5+ years managing quality programs and staff.
• USACE CQM-C plus senior certification: ICC Special Inspector (multiple categories), NICET Level IV, or ASQ CQA/CMQ-OE.
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT quality assurance frameworks.
• Proven ability to build a QC organization on a new program and hold it to the plan.

Responsibilities

• Establish the program quality management system: plans, procedures, forms, and the audit schedule.
• Direct Quality Managers I and II across projects; set coverage, review performance, and develop staff.
• Lead internal audits and host owner, agency, and third-party audits; own the corrective-action program.
• Approve quality control plans, ITPs, and laboratory and inspection subcontractor qualifications.
• Report quality metrics — test pass rates, NCR aging, audit findings — to program leadership monthly.
