Job summary

Construction Material Testing seeks a senior Construction Quality Manager III to direct quality across a major program. You will own the site quality management system, oversee audits, and drive the QC organization through complex multi-project environments.

You will report quality metrics to program leadership and coordinate with owners and inspectors. You will lead QA staff, ensure compliance with ISO 9001, NQA-1, or DOT QA frameworks, and make pivotal decisions on nonconformances.

Qualifications

• 10+ years in construction quality, with 5+ years managing quality programs and staff.
• USACE CQM-C plus a senior certification: ICC Special Inspector (multiple categories), NICET Level IV, or ASQ CQA/CMQ-OE.
• Experience with owner quality programs under ISO 9001, NQA-1, or DOT quality assurance frameworks.
• Proven ability to build a QC organization on a new program and hold it to the plan.

Responsibilities

• Establish the program quality management system: plans, procedures, forms, and the audit schedule.
• Direct Quality Managers I and II across projects; set coverage and develop staff.
• Lead internal audits and host owner, agency, and third-party audits; own corrective-action program.
• Approve quality control plans, ITPs, and laboratory and inspection subcontractor qualifications.
• Report quality metrics — test pass rates, NCR aging, audit findings — to program leadership monthly.
• Make decisions on nonconformance that stops work and document the rationale.
• Develop and coach the QC staff to ensure consistency across projects.
