Job summary

Luster National, Inc. is seeking a Change Manager to support large, complex heavy civil infrastructure programs in California, including highways, bridges, transit, and water projects.

You will manage change control, develop independent analyses, and ensure baselines remain accurate and traceable. The role involves coordinating with estimators, schedulers, and engineers, preparing board packages, negotiating change orders, and maintaining documentation for audits.

Qualifications

• Bachelor's degree in construction management, civil engineering, construction engineering, or business administration, or related field.
• 10+ years of construction change control, change order, or claims experience for large (>$500M), complex projects.
• Experience leading the change control process on a construction contract package with cross-functional teams.
• Experience evaluating change proposals, requests for equitable adjustment, or claims for entitlement, cost, and schedule impact.
• Experience developing or reviewing independent cost estimates and time impact analyses.

Responsibilities

• Support the change control process from identification through entitlement, pricing, and approved change orders.
• Track change notices and open items with documented decisions within contract timeframes.
• Evaluate proposals and recommend positions supported by contract language and records.
• Develop and review independent cost estimates and time impact analyses for pricing and delays.
• Coordinate with estimators, schedulers, and analysts supporting change evaluation.
• Prepare change board packages with recommendations and funding details for leadership.
