Job summary

Luster National, Inc. is seeking a Change Manager to support large, complex heavy civil infrastructure programs in New Jersey.

You will manage change control, develop independent analyses of entitlement, cost, and schedule, and ensure baselines remain accurate and defendable for program leadership. The role involves coordinating with estimators, schedulers, and analysts, preparing board packages, and negotiating change orders.

Qualifications

• Bachelor’s degree in construction management, civil engineering, construction engineering, or business administration, or equivalent combination of education and experience.
• 10+ years of construction change control, change order, or claims experience for large, complex heavy-civil projects.
• Experience leading the change control process on a construction contract package.
• Experience evaluating change proposals, requests for equitable adjustment, or claims for entitlement, cost, and schedule impact.
• Experience developing or reviewing independent cost estimates and time impact analyses.
• Experience preparing change board or governance packages and presenting to owner decision-makers.
• Working knowledge of public works contract provisions governing changes, etc.

Responsibilities

• Support the programs change control process from identification through entitlement, pricing, and executed change orders.
• Track change notices and open items within contract timeframes.
• Evaluate proposals and recommend positions with contract language and records.
• Develop/review independent cost estimates and time impact analyses.
• Coordinate with estimators, schedulers, and analysts supporting change evaluation.
• Prepare change board packages and present recommendations to decision-makers.
• Coordinate change evaluation with engineering, inspection, ROW, and operations groups.
• Maintain configuration control and audit trails for change records.
