Job summary

Luster National, Inc. seeks an experienced Change Manager to support large, complex heavy civil infrastructure programs across highways, bridges, transit, and water projects.

You’ll oversee the change control process, prepare independent analyses of entitlement, cost, and time, and supply leadership with a defensible position on scope, cost, and schedule shifts. This role requires coordinating with estimators, schedulers, and engineers, maintaining baselines, and ensuring documentation is

Qualifications

• Bachelor’s degree in construction management or related field.
• 10+ years of construction change control, change order, or claims experience on large, heavy-civil projects.
• Experience leading change control on a construction contract package.
• Experience evaluating change proposals and claims for entitlement, cost, and schedule impact.
• Experience developing or reviewing independent cost estimates and time impact analyses.

Responsibilities

• Support the program’s change control process from identification through entitlement, pricing, and change orders.
• Track every change notice and log to a documented decision within contract timeframes.
• Evaluate proposals and claims and recommend a position grounded in contract language and facts.
• Develop and review independent cost estimates and time impact analyses.
• Coordinate with estimators, schedulers, and analysts to standardize change evaluation and documentation.
• Prepare change board packages with recommendations and funding details.
