Job summary

Lusternational in the United States seeks Change Managers to support large, complex heavy civil infrastructure programs across highways, bridges, transit, airports, and water projects. You’ll lead the change control process, develop independent analyses of entitlement, cost, and time, and keep baselines accurate and traceable to support program leadership decisions.

Qualifications

• Bachelor’s degree in construction management, civil engineering, construction engineering, or business administration, or related field, or equivalent combination of education and experience.
• 10+ years of construction change control, change order, or claims experience for large (> $500M) complex heavy-civil projects.
• Experience leading the change control process on a construction contract package.
• Experience evaluating change proposals, requests for equitable adjustment, or claims for entitlement, cost, and schedule impact.
• Experience developing or reviewing independent cost estimates and time impact analyses.
• Experience preparing change board or governance packages and presenting to owner decision-makers.
• Working knowledge of public works contract provisions governing changes and delays.
• Experience with PMIS, document management, and CPM scheduling software.

Responsibilities

• Support the program’s change control process from early identification through entitlement determination, pricing, negotiation, and executed change order.
• Track every change notice and open change item with documented decisions.
• Evaluate proposals, requests for equitable adjustment, and claims for entitlement; recommend positions.
• Develop/review independent cost estimates and time impact analyses.
• Coordinate with estimators, schedulers, and analysts supporting change evaluation.
• Prepare change board packages with recommendations and funding sources.
• Negotiate change orders and time extensions; document agreements.
• Process approved change orders and reflect in contract value, baseline schedule, and budgets.
• Coordinate with engineering, inspection, right of way, and operations groups.
• Analyze impacts to active operations and existing facilities; differentiate covered vs. non-covered items.
• Report trends and open exposures to leadership; maintain audit-ready records.
• Maintain configuration control of change records and documentation.
