Job summary

Lusternational is seeking experienced Change Managers to support large, complex heavy civil infrastructure programs such as highways, bridges, transit, and water projects. You’ll guide the change control process, develop independent analyses, and ensure baselines remain accurate and auditable for program leadership decisions.

The role spans from a single contract package to program-level change functions, with opportunities across multiple upcoming projects.

Qualifications

• Bachelor’s degree or equivalent in a relevant field and 10+ years in construction change control on large, complex projects.
• Experience leading change control from identification to pricing, entitlement, and execution.
• Ability to develop independent cost estimates and time-impact analyses.
• Familiarity with PMIS, document management, and CPM scheduling software.

Responsibilities

• Support change control from identification through entitlement, pricing, and change orders.
• Track change notices and log decisions within contract timeframes.
• Evaluate proposals and recommended positions based on contract language and records.
• Develop independent cost estimates and time impacts to challenge contractor pricing.
• Coordinate with estimators, schedulers, and analysts supporting change evaluation.
• Prepare and present change board packages with recommendations and funding sources.
• Assist in negotiating change orders and documenting outcomes.
• Ensure changes are reflected in contract value, baseline schedule, and drawings.
