Job summary

Luster is seeking experienced Change Managers to support large, complex heavy civil infrastructure programs across highways, bridges, transit, airports, and water projects. You will lead change control activities, develop independent analyses of entitlement, cost, and time, and keep baselines accurate and traceable to support program leadership decisions.

Qualifications

• Bachelor’s degree in construction management, civil engineering, construction engineering, business, or related field, or equivalent experience.
• 10+ years of construction change control, change order, or claims experience on large heavy-civil projects.
• Experience leading the change control process on a construction contract package.
• Experience evaluating change proposals, requests for equitable adjustment, or claims for entitlement, cost, and schedule impact.
• Experience developing or reviewing independent cost estimates and time impact analyses.
• Experience preparing change boards or governance packages and presenting to owner decisions.
• Knowledge of public works contract provisions governing changes, delays, and notices.
• Proficiency with PMIS, document management, and CPM scheduling software.
• Proficiency with Microsoft Office Suite.

Responsibilities

• Support change control process from identification through entitlement, pricing, and change orders.
• Track change notices and log items to documented decisions within contract timeframes.
• Evaluate proposals and recommend owner positions with contract language and facts.
• Develop and review independent cost estimates and time impact analyses.
• Coordinate with estimators, schedulers, and analysts to standardize evaluation of changes.
• Prepare change board packages with recommendations and funding sources.
• Negotiate change orders and time extensions with contracting officers; document agreements.
• Process changes through contracts and align values, baselines, budgets, and drawings.
• Coordinate evaluations with engineering, inspection, ROW, and operations groups.
• Assess impacts on active operations and existing facilities; analyze site conditions and third-party changes.
• Report change trends and risks to leadership before impacts materialize.
• Maintain configuration control and audit trails for entitlements and pricing.
