Job summary

Luster National is seeking Change Managers to support large, complex heavy civil infrastructure programs including highways, bridges, transit, aviation, and water projects. You will manage change control, develop independent analyses testing entitlement, cost, and time, and keep baselines accurate and traceable.

Qualifications

• Bachelor's degree or equivalent in a relevant field.
• 10+ years in construction change control for large heavy-civil projects.
• Experience leading change control on a contract package and pricing.
• Ability to develop independent cost estimates and time impact analyses.

Responsibilities

• Support change control from identification to entitlement and pricing.
• Track change notices and log decisions within contract timeframes.
• Evaluate proposals and claims and propose owner-aligned positions.
• Develop independent cost estimates and time-impact analyses.
• Coordinate with estimators, schedulers, and analysts.
• Prepare change board packages for decisions.
