SciTec in Herndon, VA is seeking a Senior Program Development Manager to grow the business by leading capture and proposal efforts for national security programs. The role requires DoD experience, cross‑functional collaboration, and the ability to operate under tight schedules.

Based on-site, you will identify opportunities, manage proposals, and coordinate with executive leadership to deliver compelling technical solutions and winning strategies in a fast-paced defense environment.

Qualifications

• Master's degree in engineering, physics, mathematics, or computer science.
• Active DoD SECRET clearance or higher.
• 20+ years of technical program management in DoD/IC.
• 15+ years leading capture plans and technical proposals.
• Experience leading proposal development and winning >$50M.
• Strong verbal and written communication skills.
• Ability to interact with customers, teammates and senior leadership.
• Strong team-building, time-management and detail orientation.

Responsibilities

• Identify, capture, and maintain program opportunity pipelines within Strategic Campaigns.
• Lead opportunities through gated milestones toward proposal or no-bid decisions.
• Oversee proposal efforts as Proposal Manager with content development and compliance.
• Develop and track proposal schedules and budgets for timely delivery.
• Develop teaming strategies and subcontract RFPs.
• Craft marketing materials to articulate SciTec's capabilities to customers and partners.
• Brief leadership on status of new business pipeline and initiatives.
• Support pre-award activities and post-award standup activities as needed.
