Job summary

SciTec, a defense contractor based in Colorado, seeks a Senior Program Development Manager to drive capture and proposal efforts for DoD and IC programs. The role combines strategic opportunities, leadership of cross-functional teams, and close collaboration with senior leadership to win major contracts.

Requirements include a Master’s degree in a relevant field, 20+ years in program management, 15+ years in capture/proposal development, and an active DoD clearance.

Qualifications

• Master’s degree in engineering, physics, mathematics, or computer science.
• 20+ years of DoD government or aerospace program management experience.
• 15+ years leading capture plans and technical proposals for DoD/IC.
• Experience leading and winning technical proposals >$50M.
• Strong writing to articulate solutions and meet customer needs.
• Ability to engage with customers, teammates, and senior leadership.
• Active DoD SECRET clearance or higher.

Responsibilities

• Identify, capture, and maintain program opportunity pipelines within Strategic Campaigns.
• Lead opportunities through gated milestones from capture to proposal.
• Lead proposal efforts as Proposal Manager with technical teams and contracts/finance inputs.
• Develop and track proposal schedules and budgets; ensure timely content delivery.
• Develop marketing materials to articulate SciTec’s capabilities to customers and partners.
• Brief leadership on status of pipeline and initiatives.
• Support pre-award activities including BAFOs and teammate engagement.
• Support post-award standup activities and onboarding.
