Job summary

General Matter, Inc. is seeking a Contingent Workforce Program Manager to own our contingent workforce end to end. You will design how General Matter finds, contracts, onboards, and manages 1099 contractors, LLCs, advisors, staffing agencies, and subcontractors, coordinating with Procurement, Legal, and Finance.

You will build scalable processes, establish access controls, ensure export-control compliance, and drive program health with data-driven insights as we scale.

Qualifications

• 6-10 years in contingent workforce, extended workforce, procurement operations, vendor management, or HR operations.
• Experience at a fast-paced tech startup that scaled processes.
• Hands-on experience managing SOW and subcontractor engagements.
• Strong knowledge of worker classification and co-employment.
• Experience using automation and AI tools to scale processes.
• Track record of owning large, cross-functional programs end to end.

Responsibilities

• Own the contingent workforce program end to end, from intake and approval through sourcing, contracting, onboarding, and offboarding.
• Build scalable, end-to-end processes for 1099 contractors, LLCs, temp staffing agencies, and subcontracting vendors, including classification guidelines.
• Negotiate rates and terms in partnership with Procurement, Legal, and Finance.
• Define contractor access needs and implement controls, including export-control compliance.
• Set site/subcontractor requirements, including liability insurance and certificates of insurance.
• Establish program health measures and operational insights to drive improvements.
• Use automation and AI tools to scale intake, tracking, and reporting.
• Partner with People, Legal, Finance, Security, and IT to run a large cross-functional program and escalate issues quickly.
