Job summary

Utility Lines Construction Services (ULCS) is seeking a Transmission Line Estimator to own bids for high-voltage projects. You will develop labor-driven estimates, analyze plans, and collaborate with Operations and Leadership to craft winning strategies.

Remote role with preference for candidates in Arkansas, Louisiana, Mississippi, or Texas. 5+ years’ experience and HCSS/Excel proficiency required. Competitive rewards and travel as needed.

Qualifications

• 5+ years of transmission line estimating experience for 69kV–500kV+ projects.
• Proficiency with HCSS HeavyBid or Bid2Win and advanced Excel/Smartsheet.
• Strong understanding of transmission means and methods and labor productivity analysis.
• Ability to develop quantity takeoffs from drawings and standards.
• Experience crafting labor-driven estimates for various contract types.
• Ability to assess constructability and project risks.
• Excellent communication and cross-functional collaboration.
• Experience with IOUs, cooperatives, MSAs, storm/restoration preferred.
• Field utility construction experience valued.
• Familiarity with project controls and scheduling tools.
• Bachelor's degree in CM/Engineering/Business; PMP/CCP/PSP a plus.

Responsibilities

• Own estimating from opportunity evaluation through bid submission for transmission and substation work.
• Develop detailed labor, equipment, material, and subcontractor estimates using HCSS HeavyBid.
• Analyze drawings, specs, contracts, and bid documents for scope and pricing opportunities.
• Collaborate with operations and leadership to shape strategy and execution plans.
• Conduct site visits, pre-bid reviews, and client meetings to validate assumptions.
• Support turnover, change orders, forecasting, and continuous improvement.
