Job summary

Utility Lines Construction Services (ULCS) is seeking a Transmission Line Estimator to own the estimating process for transmission line, substation, and utility infrastructure projects. You will partner with Operations and Executive Leadership to shape pursuit strategy, evaluate risks, and develop executable plans that translate into winning bids.

This is a fully remote role with preference for candidates in Arkansas, Louisiana, Mississippi, or Texas; nationwide consideration.

Qualifications

• 5+ years of transmission line construction estimating experience.
• Experience with high‑voltage projects 69kV‑500kV+.
• Proficiency in HCSS HeavyBid or Bid2Win and Excel.
• Ability to develop quantity takeoffs from drawings and specs.
• Experience with labor‑driven estimates for lump‑sum and unit‑price contracts.
• Strong communication and collaboration skills.
• Bachelor’s degree in CM/Engineering; PMP/ CCP/ PSP a plus.

Responsibilities

• Own estimating process from opportunity to bid submission for transmission, substation, and infrastructure projects.
• Develop detailed labor, equipment, material, and subcontractor estimates using HCSS HeavyBid.
• Analyze drawings, specifications, contracts, and bid documents to identify scope requirements, risks, and pricing opportunities.
• Partner with operations, project management, and leadership to develop competitive strategies and executable plans.
• Conduct site visits, pre‑bid reviews, and client meetings to validate assumptions and improve estimate accuracy.
• Support project turnover, change orders, forecasting, and continuous improvement initiatives.
