Job summary

Utility Lines Construction Services (ULCS) is seeking a Transmission Line Estimator to own the bid process for transmission line, substation, and utility infrastructure projects. You will work with Operations and Leadership to shape pursuit strategy and develop executable estimates used to win bids.

The role requires deep knowledge of transmission construction methods and productivity, with remote work options and preference for Arkansas, Louisiana, Mississippi, and Texas candidates, while

Qualifications

• Minimum 5+ years in transmission line construction estimating.
• Proficiency with HCSS HeavyBid and Bid2Win (B2W) plus advanced Excel/SmartSheet.
• Solid knowledge of transmission construction means, foundations, structure erection, and labor productivity.
• Experience developing quantity takeoffs from plans and specifications.
• Experience estimating labor-driven lump-sum, unit-price, and time-and-material contracts.
• Strong communication and collaboration across operations, management, and leadership.
• Experience with investor-owned utilities, cooperatives, MSAs, storm restoration preferred.
• Field experience in utility construction valued.
• Familiarity with project controls and scheduling tools (HCSS HeavyJob, Primavera P6, MS Project) a plus.
• Bachelor’s degree in Construction Mgmt/Engineering; PMP/PSP/CCP a plus.

Responsibilities

• Own the estimating process from opportunity evaluation through bid submission.
• Develop labor, equipment, material, subcontractor, and production estimates using HCSS HeavyBid.
• Analyze drawings, specs, contracts, and bid docs to identify scope, risks, and pricing.
• Partner with operations and leadership to develop winning construction strategies.
• Conduct site visits, pre-bid reviews, and client meetings to validate assumptions.
• Support project turnover, change orders, forecasting, and process improvements.
