Job summary

Utility Lines Construction Services (ULCS) is seeking a Transmission Line Estimator to own the bid process for transmission line, substation, and utility projects. You will craft labor, equipment, and material estimates using HCSS HeavyBid, analyze drawings and contracts, and partner with Operations and leadership to shape winning bids.

Remote-based role with preferred candidates in AR, LA, MS, or TX. Travel 10–25% as needed and contribute to turnover, forecasting, and continuous improvement in

Qualifications

• 5+ years of transmission line construction estimating experience for high-voltage projects (69kV–500kV+).
• Experience with labor-driven estimates for lump-sum, unit-price, and time-and-material contracts.
• Ability to develop quantity takeoffs from drawings and specifications.
• Experience supporting investor-owned utilities, electric cooperatives, or EPC projects is preferred.
• Strong communication and cross-functional collaboration skills.

Responsibilities

• Own the estimating process from opportunity evaluation through bid submission.
• Develop detailed labor, equipment, material, subcontractor, and production-based estimates using HCSS HeavyBid.
• Analyze drawings and contracts to identify scope, risks, and pricing opportunities.
• Partner with operations and leadership to develop competitive strategies and project plans.
• Conduct site visits and pre-bid reviews to validate assumptions and improve accuracy.
• Support turnover, change orders, forecasting, and continuous improvement in estimating performance.
