Job summary

ULCS is seeking a Transmission Line Estimator to own the bid-ready estimates for HV transmission line, substation, and utility infrastructure projects. The role partners with Operations, Project Management, and Leadership to shape pursuit strategies and ensure accurate, executable bids.

Ideal candidates have 5+ years in transmission estimating, strong skills in HCSS HeavyBid/Bid2Win, and a solid grasp of labor-driven, risk-aware estimating. Remote role with regional preference for AR/LA/MS/TX.

Qualifications

• 5+ years of transmission line construction estimating experience for HV projects (69kV–500kV+).
• Proficiency with HCSS HeavyBid or Bid2Win and advanced Excel/SmartSheet.
• Strong understanding of transmission construction means and methods including foundations, structure erection, and labor productivity.
• Ability to develop quantity takeoffs from plans and specs.
• Experience estimating for lump-sum, unit-price, and time-and-materials contracts.
• Identify constructability risks and develop execution-focused estimates.
• Excellent communication and collaboration across operations, PM, and leadership.
• Experience with investor-owned utilities, electric cooperatives, MSAs, or storm restoration preferred.
• Valued field experience (lineman, foreman, etc.).
• Exposure to project controls tools such as HCSS HeavyJob, Primavera P6, MS Project.
• Bachelor’s degree in relevant field; PMP/CCP/PSP a plus.

Responsibilities

• Own the estimating process from opportunity evaluation through bid submission for transmission, substation, and utility projects.
• Develop labor, equipment, material, subcontractor, and production-based estimates using HCSS HeavyBid or Bid2Win.
• Analyze drawings, specs, contracts, and bid documents to identify scope requirements and pricing opportunities.
• Partner with operations and leadership to craft competitive construction strategies.
• Conduct site visits, pre-bid reviews, and client meetings to validate assumptions and improve accuracy.
• Support turnover, change orders, forecasting, and continuous improvement in estimating performance.
