Job summary

ULCS seeks a Senior Transmission Line Estimator to lead the estimating strategy for complex transmission, substation, and infrastructure projects. You will mentor team members, review contracts, and shape pursuit strategies to win major bids.

This fully remote role prefers candidates in AR, LA, MS, or TX, and accepts qualified applicants nationwide. Backed by Asplundh, ULCS delivers high‑voltage projects with a focus on safety, quality, and profitable growth while advancing estimating standards

Qualifications

• 7+ years of transmission line construction estimating experience for high-voltage projects (69kV–500kV+)
• Advanced proficiency with HCSS HeavyBid; Bid2Win experience valued
• Experience estimating for investor-owned utilities, co-ops, municipalities, EPC projects, MSAs, storm restoration, and emergency response
• Strong communication, presentation, leadership, and collaboration skills across all levels
• Advanced Microsoft Excel and Smartsheet skills
• Bachelor's degree in Construction Management, Engineering, Engineering Technology, Business, or related field preferred
• PMP, CCP, PSP or related certifications a plus
• Field experience as Journeyman Lineman/Foreman/Superintendent/Project Engineer could be beneficial

Responsibilities

• Lead estimating efforts for large transmission, substation, storm restoration, and utility infrastructure projects from opportunity assessment through bid submission
• Develop and review labor, equipment, material, subcontractor, and production-based estimates using HCSS HeavyBid and related tools
• Collaborate with Operations, Project Management, and Executive Leadership to shape bid strategy and execution plans
• Review drawings, contracts, specs, and terms to identify risks, scope gaps, and pricing opportunities
• Support client presentations, estimate reviews, and major proposal efforts
• Provide technical leadership and mentoring to estimating team; drive process improvements
• Present bid strategies and risk assessments to Executive Leadership; support pursuit decisions
