Job summary

GovCIO is seeking a Senior Subcontracts Administrator (Specialist/Lead) to join a team-oriented Subcontracts Team. This role is fully remote within the United States and will administer full life cycle subcontract management for programs, including negotiations, proposals, and closeout.

The position requires a Bachelor’s degree with 8+ years (or a Master’s with 6+ years) of relevant experience, strong knowledge of federal subcontracting, FAR/DFARS, and Deltek CostPoint.

Qualifications

• Requires a Bachelor's degree with 8+ years of relevant experience or a Master's with 6+ years.
• Experience with CPSR policies and procedures.
• Subcontracting and related functions with emphasis on negotiation, subs administration, and performance management.
• Strong knowledge of federal subcontracting and negotiation techniques.
• Working knowledge of the FAR and DFARS.
• Experience with Deltek CostPoint ERP.
• Experience with proposal support activities.
• Proficiency with Microsoft Office applications.
• Strong business acumen, management and leadership skills.
• Multi-tasking and time-management abilities in a fast-paced environment.
• Strong analytical and problem-solving skills.
• Ability to develop relationships internally and externally.
• Excellent written and verbal communication skills.
• Comfortable presenting to senior leaders.

Responsibilities

• Administer full life cycle subcontract management activities for programs within assigned operations, including proposal support, NDA/teaming agreements, solicitation packages, and award/closeout.
• Support the Veterans and Enterprise Technology Solutions (VETS) sector.
• Develop strategy for competitions, negotiations, and managing subcontractor performance.
• Ensure subcontract files reviewed and approved per Authority to Operate and contract requirements.
• Demonstrate strong interpersonal and communication skills to resolve issues.
• Review prime contract awards to flow down required documents and clauses.
• Coordinate with cross-functional leadership to align subcontracting with prime contracts and financial goals.
• Monitor supplier compliance and timely delivery of deliverables.
• Resolve supplier performance/quality issues with operational leadership.
• Advise operations on procurement issues and strategies.
• Perform other duties as assigned.
