Job summary

Commence is seeking a Senior Quantitative Researcher to support CMS/CMMI alternative payment model implementation and evaluation. This remote role requires deep analytics, policy knowledge, and the ability to translate model designs into operational methodologies using claims data, enrollment, and surveys.

You will lead evaluations, design methodologies, and mentor junior staff while collaborating with economists, data scientists, and engineers.

Qualifications

• PhD or Master’s with extensive relevant experience in CMS/CMMI APMs.
• Hands-on CMS/CMMI implementation and/or evaluation experience.
• Experience with Medicare/Medicaid data sources (CCW, IDR, VRDC).
• Proven ability to write clearly for federal audiences and proposals.

Responsibilities

• Translate model designs and policy goals into operational methodologies using claims, enrollment, and survey data.
• Design and implement value-based care methodologies, risk adjustment, attribution, and quality measures.
• Design and conduct evaluations with quasi-experimental methods to estimate impact on spending and quality.
• Collaborate with economists, data scientists, and engineers to prototype ML-based approaches.
• Lead methodology documents, evaluation reports, and briefings for CMS/CMMI model teams.
• Mentor junior staff and contribute to proposals; manage tasks to deliver on time and budget.
