Job summary

Commence is seeking a Senior Quantitative Researcher to lead implementation and evaluation of CMS/CMMI alternative payment models. You will work with data science and engineering teams to translate policy goals into actionable methodologies using Medicare/Medicaid data, surveys, and census sources.

Qualifications

• Ph.D. in economics, health services research, health policy, public health, or a related field with 4+ years of relevant experience; or a Master’s degree with 8+ years.
• Hands-on CMS/CMMI APM implementation/evaluation experience.
• Working knowledge of multiple evaluation methods (diff-in-diffs, synthetic controls, etc.).
• Experience with Medicare/Medicaid data (e.g., CCW, IDR, VRDC).
• Proposal writing for federal audiences.

Responsibilities

• Translate model design and policy goals into operational methodologies using Medicare/Medicaid data.
• Develop, refine, and implement value-based care methodologies and quality measures.
• Design and conduct evaluations with appropriate control groups and quasi-experimental designs.
• Collaborate with economists, data scientists, and engineers to build prototypes and apply ML-based methods.
• Lead methodology documents, evaluation reports, and briefings for CMMI teams.
• Mentor junior researchers and analysts; manage project teams and client engagement.
• Deliver high-quality reports on time and within budget.
