Job summary

Commence is hiring a Senior Quantitative Researcher to implement and evaluate CMS/CMMI alternative payment models remotely across the United States. You will work with economists, data scientists, and engineers to translate policy goals into data-driven methodologies and actionable insights for federal health programs.

The ideal candidate holds a Ph.D. or Master’s with extensive CMS/CMMI experience, demonstrates strong writing for federal audiences, and is proficient with Databricks, SAS, R,

Qualifications

• Ph.D. with 4+ years of relevant experience or Master’s with 8+ years.
• Hands-on experience implementing and/or evaluating CMS/CMMI alternative payment models; both preferred.
• Working knowledge of at least two of: screening/monitoring, attribution, payments, quality measures, comparison groups, and quasi-experimental methods.
• Experience with Medicare and/or Medicaid administrative and claims data (e.g., CCW, IDR, VRDC)
• Clear and concise writing for federal audiences; proposal-writing experience.

Responsibilities

• Translate model design documents and policy goals into operational methodologies using Medicare/Medicaid data and other data sources.
• Develop, refine, and implement value-based care methodologies including screening, attribution, payment design, quality measures, and risk adjustment.
• Design and conduct evaluations using matching, synthetic controls, and difference-in-differences.
• Collaborate with economists, data scientists, and engineers on research and prototypes using the Commence platform.
• Draft methodology documents, evaluation reports, and briefings for CMMI model teams; provide actionable recommendations.
• Lead design and write technical approaches for CMS/CMMI proposals; mentor junior staff.
• Manage teams, set priorities, coordinate tasks, engage clients and stakeholders, ensuring high-quality deliverables.
