SOLV Energy, Inc. is seeking a Director of Project Development and Strategy to lead preconstruction for the HV Infrastructure unit.

You will own pricing, budgeting, and bid development across transmission, substation, and switchyard scopes, collaborating with BD, Engineering, Procurement, and Operations to turn pipeline opportunities into executable projects. You will standardize processes, integrate recently acquired capabilities, and present win strategies and pricing to executive leadership.

Qualifications

• 10+ years in preconstruction, estimating, or engineering for HV/substation projects.
• 3+ years in a preconstruction leadership role.
• Experience leading competitive and negotiated pricing for HV/substation EPC or self-perform work.
• Strong knowledge of substation and transmission scope, major equipment costs.

Responsabilités

• Lead HV preconstruction through estimating, pricing, and bid development.
• Own the preconstruction stage-gate process for consistency and quality.
• Support go/no-go decisions and shape win strategy with Business Development.
• Direct take-offs, unit pricing, and labor productivity for HV scope.
• Lead constructability reviews with Engineering and Operations.
• Manage subcontractor and vendor bid solicitation and qualification.
• Develop cost estimates, risk registers, and pricing recommendations for exec leadership.
• Ensure clean handoff to project execution with full budget basis and risk items.
• Track win rates and est-to-actual performance for continuous improvement.
• Standardize estimating tools and templates across HV portfolio.
