Job summary

SOLV Energy is seeking a Director of Project Development and Strategy to lead preconstruction activities for its High Voltage Infrastructure unit, from opportunity identification through final estimate and handoff to project execution.

This role owns the accuracy, consistency, and competitiveness of HV bids and budgets — including transmission, substation, and switchyard scope — working with leadership to win opportunities.

Qualifications

• 10+ years in preconstruction, estimating, or engineering within HV transmission/substation construction.
• 3+ years in a preconstruction leadership role with bid/policy responsibility.
• Experience leading competitive and negotiated pricing for HV projects.

Responsibilities

• Lead HV preconstruction through estimating, pricing, and change order development.
• Own the preconstruction stage-gate process with consistent scope and risk review.
• Partner with Business Development to shape win strategy and pricing philosophy.
• Direct take-offs, unit pricing, and labor productivity assumptions for HV scope.
• Lead constructability reviews with Engineering and Operations.
• Manage subcontractor and major equipment bid solicitation and qualification.
• Present cost estimates and risk to executive leadership.
