Job summary

SOLV Energy, Inc. seeks a Director of Project Development and Strategy to lead all preconstruction activities for its High Voltage Infrastructure unit, from opportunity identification through bid finalization and handoff to execution.

You will own the accuracy and competitiveness of HV bids, build standardized preconstruction processes, and collaborate with BD, Engineering, Procurement, and Operations to win complex transmission, substation, and switchyard projects.

Qualifications

• 10+ years in preconstruction, estimating, or engineering for HV/substation projects.
• 3+ years in a leadership role overseeing estimating/preconstruction teams.
• Strong executive-level communication and pricing presentation skills.
• Experience across hard-bid, design-build, and progressive delivery models.

Responsibilities

• Lead HV preconstruction through pricing, takeoffs, and scope development.
• Own the stage-gate process and ensure estimate quality across opportunities.
• Shape win strategy, pricing philosophy, and differentiators for proposals.
• Direct take-offs, unit pricing, and labor assumptions for HV scope.
• Lead constructability reviews with Engineering and Operations.
• Manage subcontractor and major equipment bid solicitation and qualification.
• Present cost estimates and risk to executive leadership and owners.
• Ensure clean handoff to project execution with budgets and assumptions.
• Track win rates and benchmarking to refine future estimates.
