Job summary

SOLV Energy, Inc. is seeking a Director of Project Development and Strategy to lead all preconstruction activities for the High Voltage Infrastructure unit.

You will own pricing, budgeting, and proposal development for HV bids and coordinate with BD, Engineering, Procurement, and Operations to convert opportunities into well-scoped, bid-ready projects. Responsibilities include leading the preconstruction team, managing take-offs and unit pricing, and ensuring a clean handoff to project

Qualifications

• 10+ years in preconstruction/estimating within HV transmission/substation
• 3+ years in a preconstruction leadership role
• Experience leading competitive and negotiated pricing efforts for HV projects
• Strong command of substation and transmission scope and cost drivers
• Experience building/leading an estimating team
• Knowledge of project controls, scheduling, and constructability principles
• Excellent executive communication and presentation skills
• Bachelor’s degree or equivalent industry experience

Responsibilities

• Lead HV preconstruction team through estimating and proposal development
• Own the preconstruction stage-gate process for HV
• Support go/no-go decisions and shape win strategy
• Direct quantity take-offs, unit pricing, and labor productivity assumptions
• Lead constructability reviews with Engineering and Operations
• Manage subcontractor and major equipment vendor bid solicitation
• Develop and present cost estimates, risk registers, and pricing recommendations
• Ensure clean handoff from preconstruction to project execution
• Track win rates and pricing benchmarks across HV portfolio
• Standardize estimating tools and databases across HV
• Build bench strength through hiring, mentoring and succession planning
• Support LNTP coordination to reduce lead-time risk
