Job summary

SOLV Energy, Inc. is seeking a Director of Project Development and Strategy to lead HV preconstruction activities, from early opportunity screening through estimate finalization and handoff to execution.

Qualifications

• 10+ years in preconstruction or estimating for HV/substation projects.
• Experience leading pricing efforts for complex HV EPC or self-perform work.
• Strong knowledge of substation and transmission cost drivers.

Responsibilities

• Lead HV preconstruction estimating and proposal development across budgets and bids.
• Own the HV stage-gate process ensuring scoping and risk review consistency.
• Partner with BD to shape win strategy and pricing for proposals.
• Direct take-offs, unit pricing, and labor productivity for HV scopes.
• Lead constructability reviews with Engineering and Operations.
• Manage subcontractor and equipment bid solicitation with Procurement.
• Develop and present cost estimates and risk data to leadership.
• Ensure clean handoffs to project execution teams.
• Track win rates and benchmark performance for HV portfolio.
• Standardize estimating tools and templates across HV.
