Job summary

SOLV Energy is seeking a Director of Project Development and Strategy to lead preconstruction for the High Voltage Infrastructure unit. You will own pricing, estimates, and bid quality across HV substation and transmission scope, coordinating with BD, Engineering, Procurement, and Operations to convert opportunities into executable projects.

This role emphasizes developing standardized preconstruction processes, managing senior leadership communications, and ensuring smooth handoffs to execution

Qualifications

• 10+ years in preconstruction/estimating within HV transmission/substation construction
• 3+ years in a preconstruction leadership role
• Experience leading competitive and negotiated pricing for HV/substation EPC or self-perform projects
• Strong understanding of substation/transmission scope and major equipment cost drivers
• Experience building and leading an estimating team and standardizing processes

Responsibilities

• Lead HV preconstruction team through estimating and proposal development from concept to bid/award
• Own the preconstruction stage-gate process ensuring consistent scope, take-offs, risk review, and estimate quality
• Collaborate with Business Development to evaluate opportunities and shape win strategy and pricing
• Direct quantity take-offs, unit pricing, and labor assumptions for HV scope including substations and transmission lines
• Lead constructability reviews with Engineering/Operations to ensure buildable estimates
• Manage subcontractor and equipment vendor bid solicitation and qualification
• Develop and present cost estimates, risk registers and pricing recommendations to executive leadership
• Ensure clean handoff of awarded projects to project execution with budget basis and risk items
