Job summary

SOLV Energy, Inc. is seeking a Director of Project Development and Strategy to lead preconstruction for the High Voltage Infrastructure business.

You will oversee pricing, estimates, and proposals from initial opportunity through handoff to execution, coordinating with Business Development, Engineering, Procurement, and Operations. You will standardize processes, manage risk, and drive win strategies while building the preconstruction team and ensuring competitive, constructible designs across

Qualifications

• 10+ years in preconstruction, estimating, or engineering in HV transmission/substation construction
• Demonstrated experience leading pricing efforts for HV/substation EPC or self-perform projects
• Strong knowledge of substation and transmission scope and cost drivers
• Experience building and leading an estimating team with process standardization across pursuits
• Executive communication and presentation skills to senior leadership

Responsibilities

• Lead HV preconstruction team through estimating and proposal development across pricing options.
• Own the preconstruction stage-gate process ensuring consistent scope, take-off methodology, and risk review.
• Partner with Business Development to evaluate opportunities and shape win strategy and pricing.
• Direct quantity take-offs, unit pricing, and labor productivity assumptions for HV scope.
• Lead constructability reviews with Engineering and Operations to ensure buildable designs.
• Manage subcontractor and major equipment bid solicitation and qualification.
• Develop and present cost estimates, risk registers, and pricing recommendations to executives.
• Ensure clean handoffs from preconstruction to project execution with budgets and risks.
