Qualifications

• 10+ years in preconstruction, estimating, or engineering for HV/substation or heavy electrical construction
• 3+ years in a preconstruction leadership role
• Experience leading competitive and negotiated pricing for HV/substation EPC or self-perform projects
• Knowledge of substantial HV scope, equipment, and cost drivers
• Experience building and leading an estimating team with standardized processes

Responsibilities

• Lead HV preconstruction across all estimating and proposal phases, including price development and bid packaging
• Own the preconstruction stage-gate process for consistency and risk review
• Partner with Business Development to shape win strategy and pricing philosophy
• Direct quantity take-offs, unit pricing, and labor productivity assumptions for HV scope
• Lead constructability reviews with Engineering and Operations to reflect buildable designs
• Manage subcontractor and major equipment bid solicitation and qualification
• Develop and present cost estimates, risk registers, and pricing recommendations to executive leadership
• Ensure clean handoffs from preconstruction to project execution with budgets and contingencies
• Track win rates and performance to refine future estimating assumptions
• Standardize estimating tools and databases across HV portfolio, incorporating lessons from M&A activity
